Contra Loma Regional Park
I have only been once to Contra Loma Regional Park. I went there because of reports of Cooper's Hawks, which I did find. I also saw some Burrowing Owls on the way into the park. It looked like a popular all-around use park and might be a good place to bird. I sure had fun there the one time I went. If you are in the area, also check out the Black Diamond Regional Preserve.
