I believe that this is a American-Eurasian Wigeon which, per Sibley's "Guide to Birds", is a cross between and American and an Eurasian Wigeon. Note that chin, gular, and jugulum (neck) is buffy and not rufous like an Eurasian Wigeon. I have only seen this bird once. It was with a flock of American Wigeons.
